Typically, the first time the Desktop Software is used, it requires an Internet Connection, but subsequent use does not require it.
IF you already have all the software you need to run the procedures, then you don't need Internet Access (save for what I just said)...but, quite naturally, if you don't have the software, then you'd need to obtain it, with downloading being the simplest method.
Then again, since you've not said which, of the three, procedures you are considering, it's a bit difficult to guide you further...
