Blackberry has sent the carriers the 4.5 OS, it has to be branded by each carrier before being published on the link above. It is recommended to upgrade your Blackberry OS with the one provided by your carrier.
Some people do the upgrade from the OS provided by another carrier. To do so, all you have to do is to delete on your PC the vendor.xml file prior to doing the upgrade.
As many people are eager to download the 4.5 version, here is a topic to list the carriers and models of Curve...

first thing is to contact your carriers in these countries. Ask them if they can support Blackberries, and which models.

I would suggest that if they have no knowledge of OS 4.5 then they have not released it yet.

yes 4.3 is much better than 4.2.
You can grab any 4.5 OS from another carrier and install it provided you do the vendor.xml manipulation. Look in other discussions about that file, I cannot explain it on this discussion that is dedicated to giving updates about the 4.5 releases by carrier.
