Hi and Welcome to the Forums!
I'm a little confused by some of your words...so I must ask for some clarifications before proceeding...
1) 317 -- I don't find that error message documented in any of the KB's. Are you positive that is the code?
2) Format -- you said you tried to Format your BB? Can you explain that a little bit more? There is no Format command with BB's...only with their memory areas (like formatting a drive).
3) Device Doesn't Get Recognized -- when you tether to your PC, what exactly happens...very explicit details please. And, have you ever been able to successfully tether to your PC in the past?
We'll start with those and them move forward from there...

1st of all, thanks for passing by and Hi back ^^
Sorry if i weren't that great with explaining the issue.. Sorry i mean't " Device Error 371 " white background + reset button once i turn the blackberry on!
About format part, i meant clearing the data and using the backup .
Yes i've been able Tethering it to the pc in the past, but recently i can't do that, once i get it connected through the usb hub, and opening the Desktop manager program, device doesn't get recognized - it can't be recognized as the device name " on the program : Device connected (Pin): None ".
I hope that we can fix it together, and i apreciate ur kindness!

Hmmm...interesting...I still find no reference in the KB's about error 371 either...so we'll have to proceed via other means.
See this article about how to reload your device OS...I think it's become corrupted:
Good luck...let us know how it goes...there are other procedures we can point you to if that one does not work out..

Hmm nvm what i said earlier.
Did all the steps, and where it comes to the Application Loader step, these what i get :
" Total application Space 0K "
" The black berry Desktop software does not have BlackBerry Device software for the device that you have connected to the computer. Contact your wireless Service Provider or system administrator "
and the list is empty, once i've installed the OS for my blackberry version 4.6.1.250 and i try to add it in the application list, an error message pop up :
" Error : This application is not compatible with your device and cannot be loaded "

Hmmm...even stranger still...
I suggest the following steps (insert plenty of reboots of your PC...not just restarts, but full power down reboots). Also, it is advised that you be logged into the PC on an account with full admin rights. Further, under Vista, use the "Run As Administrator" option for everything.
1) Remove your device OS update package from your PC (add/remove programs)
2) Cleanly uninstall the RIM DTM software:
3) Get a fresh download of the RIM DTM software:
4) Download (to your PC) a fresh copy of your exact device OS package from your carrier:
5) Install DTM to your PC
6) Install (also to your PC), the device OS package
7) Retry the recovery steps.
Hopefully that will get things going again.
Good luck and let us know!

Hmm Everything went well now, untill i reached this part :
" Wait for Device Initialization " It takes time and connects me to the BB and i still get the Device Error 371 on the bb screen, and then " Unable to complete the loading operation - unable to reconnect to the device during a multi-stage load operation " message pops up on the app loader, please help!

Yikes...OK...on to more drastic measures...this one will truly wipe out your device OS completely and should allow you to reload a fresh OS...hopefully:
Sometimes, it takes many tries to get reconnected between the BB and the desktop during some steps of the process...be persistent and patient...
