I already did all of the actions displayed underneath and nothing is working the roller pad is working if i take out the sim i can work with the phone but as soon as the sim is inserted it just display device is locked and gives me the 3 options that does not want to work.

Based on your post, I deduce that your issue is not the same as discussed in this thread. This thread had nothing to do with an MEP locked device...from what you describe, your device is MEP locked, which would then be the cause of your issues. Refer:
