Try removing your battery. Replace after 30 seconds - allowing your phone to reboot.
Also have you been able to do this before now?

Battery removal didn't work.
I have been able to send emails before.
Phone was accidently wiped this weekend and a few settings have since been thrown off. This is one of a few things I am trying to correct, probably the most important one.

Here is another question for you, I want my phone to vibrate when I recieve an email. I am 99% sure I have it on the right setting and it still isn't working. What should it be set in order to make this happen. Thanks.

Ok -- here we go, go to your profiles - scroll down to advanced --- go to the profile you want to edit --- highlight, click menu key - EDIT - then scroll down to the emails and click vibrate.......

You need your service books. They have not been resent since your wipe.
resend your service books from your carrier BIS site.
For a vibration on email receipt, set your profile to Vibrate only, both IN and OUT of the holster.
Look at the setting for Profiles > Advanced > active profile > edit > Messages
