Apart from using via WiFi is it possible to use Internet on BB Handset or as MODEM if your data plan does not include Internet usage plan?

nope you cannot use mobile as a MODEM if you don't have DATA service plan for BB

What is the reason that we cannot use BB as MODEM if we do not have data plan?

One more querry: Can we use internet if we do NOT have data plan in BB & WHY?

well, BB is one of a unique product as I say.. it connects to the network & supply BB services via operator APN + BB provided APN (access point name as I say) via the SIM it self.. so, basically, if the SIM is not been provisioned to the BB or DATA plans.. you cannot use simply.. this is the basic as I can explain for you to acknowledge
