Indeed. I guess my needs are pretty unique. I'm beginning to wonder if I should just make an app myself anyway. It would probably be quicker than trying to get BES working.

Well, I do understand.
What I don't understand, why you wouldn't want to allow your child to use the outgoing voice calling (even if only in emergency cases)?
Will this device also be used for email, SMS, etc.? I know you said you were trying to get the BBM working.

Hey, check with O2 and make sure they don't a parental calls control program for voice calling.
Some carriers do, separate from an application on the BlackBerry.
I understand protecting your wallet... I have a 12 yo child also, with their first mobile phone (not a BlackBerry, yet).
We constantly monitor the usage, the SMS chats, etc., and we've had that conversation with the child and it is understood "that's the way it works".

Ok.
I don't know of any other solutions for your exact request, other than what's been suggested.
So, if you left the outgoing calling open to use, with strict instructions to the child NOT to CALL ANYONE, not even YOU, and some handful of calls were made, say to you, what would you do?
Isn't the account paying for some minimal amount of voice calling as it is?
