I guess my other input might be to check the outgoing calls daily/weekly... and tell your child NOT to call out except in the case of an emergency. You can follow up and see, and explore other options is the child is untrustworthy, but meanwhile what if that child were in dire circumstances and could absolutely NOT call out?
I'd suggest use the parental controls you have in place on the incoming, and work with the child to develop judgement on when to use the outgoing and when not.

As I thought. I have had a look. I guess I need to go back and look a little deeper otherwise it looks like I'll be creating my first BB app! Thanks for all of your time to all those that replied in any case. I shall keep you updated as to what I find (or do).

I guess another option would be to place the phone on a BES enterprise account, put an IT Policy on it as you describe... There is a free BESx version. I don't think it's the best option. We can have one of the BES users look at this and see if it would work.

It may be overkill but it might just do exactly what I need and more! Sure, find out what you can.

You can get a trial with MDS version that wont require your own email server, most IMAP servers like gmail will even work.
https://www.blackberry.com/eBES/trialOrder.do?id=1
You can create dialing rules to your liking and once done the IT policy will reamain even when trial expires.
Some help
BlackBerry Enterprise Server - 4.1 - Policy Reference Guide -- 190
BlackBerry Enterprise Server for MDS Applications - 4.1.7 - Administration Guide -- 39

2. On the Global tab, click Edit Properties.
3. Click IT Policy.
4. In the IT Policy Administration section, double-click IT Policies.
5. Click an IT policy.
6. Click Properties.

Hm, it's not letting me off lightly. Everything has installed OK without error but BBM is failing to start with no error messages or codes (I hate quiet ones). I've got through the initial config after starting BBM for the first time but now I've done that it won't start at all. Does BES really need Windows Server as the requirements state? I'm using Windows 7 Home Premium.
EDIT: turns out some of the BES services are missing components (I'm guessing windows services) so I've answered my own question really. I'm digging out those Windows server disks I got laying about somewhere at work and I'll slap it on a Virtual machine and givei t another whirl.

BBM Doesn't want to work in Windows server 2008 either although I do get a crash dialog this time. I dunno, I've done something wrong or 4.1.7 is broken? Did I download the correct one?
I got BlackBerry Enterprise Server 4.1 for MDS Applications
