well, you cannot block like that.. even to lock your phone using blackberry protect (if you've configured), the other stolen user has to have a bb service..
I've noticed that some countries have a TRC policy where they can register the phone IMEI with them & track the phone.. but not sure.. better calling your operator for further assistance.
