Hi MidoZ
If you already had a working and active SIM then that error should have appeared. But anyway as you are getting that message I prefer you should try a manual update. All you have to do is that Download an OS from your Carrier or any other on your PC and while performing the Upgrade just Disconnect all your Internet Connection From the PC you will use to do the upgrade process. Please try it :
( first remove or Uninstall if any OS packs are uninstall on your PC : Go to Control Panel > Add or Remove Programs> if you see any uninstall that from your PC )
1.Locate your Carrier and Download the OS you desire from here and Install it in your PC or Laptop Carriers
2. Download and install the latest BlackBerry desktop software from here BlackBerry desktop software
3.Search your C: drive for Vendor.xml and delete them, there may be one or two vendor.xml ( On your Pc change your folders option to show hidden files/folders ) :
4. Go to C:\Program Files\Common Files\Research In Motion\AppLoader. (For 64-bit Vista or Windows 7, the path will be C: > Program Files x86 > Common Files > Research In Motion > AppLoader) double click Loader.exe.
Upgrade will continue then After Installation of New OS restore your backup from BlackBerry desktop
Software.
So don't forget to delete those Vendor .Xml files that's most important .Please try it and let us know your progress.

Hello MidoZ
Their is no step 4 I had edited my post ,Just follow the directions its simple. As we all know this is an RIM's support channel and here users can share their problems with each other so that everyone can help and learn sometime about their BlackBerry devices.
So just follow the direction and post back if you feel any problem.
Good Luck.
Prince
