Is this happening with only one contact or with everyone .I assume you have an active BlackBerry Data Plan / BIS on your account , please try those steps in a sequence :
1- Register your Handheld .
2- Resend your Service Book
3- Then perform a battery pull restart like this while the device is powered On remove your battery wait for a min. Then reinsert it back
If still unable to send or receive invitation then the problem might be on your account or other end , and you can contact your respective carriers to know about the issue.
