That is a successful result from the Service Book sending portion of the process above. There are other Service Books involved to provide full functions to your BB, and those as well should have been delivered (from the carrier system) when you received that message. But, with what else you've reported, your full service still is not working. Hence, contacting your carrier for formal support is required.
For example...there are many different types of BIS plans available from carriers. Some with email and social networking only, but without browser internet access. Other plans perhaps have browser and email only, but no social networking. And a whole host of other possibilities also exist.
There's no way for anyone here to know what your exact services should and should not be...you purchase those from your carrier, and only they can tell you if the services you pay them for are properly functioning or not. And, if you do pay them for a particular service that is not working, they (your carrier) have the responsibility to figure out the issue and resolve it...you pay them for your services, and if they are not delivering, they must fix it or find some other remedy for you. On the other hand, if the plan you pay for does not include the services you report as non-functional, then it is WAD -- Working As Designed. But again, only your carrier can actually answer these questions for you.
