Downloading such files over our Mobile Network mostly depends how strong is your Carrier network or the downloading speed. you can try downloading the same files over wifi network to see if that error occurs.
In addition you can try this to see if that make any difference, On your Homescreen Open your Browser > Press the Menu key > Options > Scroll down to Clear Browsing Data ( Mark all fields ) Click on Clear Now . finally perform a battery pull restart by removing the battery while your device is Powered On wait a min. then re-insert it back.
But to achieve what you want you have to call your carrier to know if they are having any issues with there network.

No you can't re-install Browser from BlackBerry World,Its not your Browser issue.
Whenever we face issues with our data service performing those steps may helps in resolving issues, you can try it in the same sequence :
1- Register your Handheld .
2- Delete and Resend your Service Book
3- Then perform a battery pull restart like this while the device is powered On remove your battery wait for a min. then reinsert it back
But as you are having problem with only BlackBerry browser , so I must say again, there might be some issues with Carrier Network , you can asked them to know if they having any problem with BlS .
