From your region/carrier, there are many posts here with very similar problems. Some have contact their carrier and been told that it is a network congestion problem, though "blame" shifts between the carrier and RIM, with no real resolution that I've yet seen.
To continue pushing this issue, I recommend that you both contact your mobile service provider and lodge a formal ticket. The more of those that get placed, the more likely that something will be done about it.
