I bought a blackberry 9320 but there is no mobile hotspot under manage connections is there an explanation for this?

Not all devices or carriers offer this feature. I think the 9320 does offer it but your carrier may not and that's why it's not there.

the customer rep told me some stuff about the first batch did not have this feature but the others do. is there any truth to that.

I've never heard that. According to the site below the 9320 has it. I believe It can be disabled by carriers, though.

I am also seeing the same issue in my BlackBerry z10. I cannot see mobile hotspot in my network settings.
