If you purchased your handset from Mobilink then the handset is probably locked to their network.
As long as you are out of contract with Mobilink and your account is in good standing you should be able to contact them and ask for the unlock code. They may charge for this.
Your other option is to use one of the many unlocking services you can find via Google etc.
