Looks like we're having the same issue, although I can't confirm it is an IT policy, but there is no access to BIS or BES, since the phone is locked into a hosted Exchange.
I'd be happy to find out if anyone solves this, otherwise I'll go through support.

I face the same problem.
Manage to solve it by deleting service books
On my Torch:
Option > Device > Advanced System Settings > Service Book > Delete all the service book that is associated with the unwanted email account (E.g. firstname.lastname@example.org [SYNC], email@example.com [CICAL], etc etc
I do not not know if this is the best way but it does work for me
