My Device: Bold 9930
My Carrier: Verizon

When I sync my 9930 to my BDS, it says software is up to date, but I have icons on the device that indicate 7.1.0 etc are available

I have updated BDS, I have a solid connection. Any ideas how to get BDS to actually download updates?

Welcome to the BlackBerry Support Community.

Can you tell me the full version of BlackBerry Device Software you currently have installed? By icons on the BlackBerry smartphone, do you mean the prompt for wireless software update? In Options > Device > Software updates, can you let me know if you are prompted to update?
