If the app is not installed, then that would explain why there is no icon. If the app is installed, then check all folders (e.g., Homescreen, Downloads, Apps, etc.) and also be sure to have "Show All" active (in case the icon is hidden). Further, be sure you are not running a custom Theme that may perhaps be blocking the display of the icon. Further still, if you are on BES, then your BES admins may be restricting it...and you'd need to talk to them about that.
