The issue is with BBM or other BlackBerry Services also,If the problem is within your carrier network you can't do much ,Meanwhile you can try those steps in a sequence and see if that helps :
1- Register your Handheld .
2-Delete and Resend your Service Book
3- Then perform a battery pull restart like this while the device is powered On remove your battery wait for a min. then reinsert it back
If problem continues you have to call your carrier to know about this issue.
