how to unblacklist my BB 9300?

On sunday my BB just cutted off my service network and when I phoned them they told me to switch the phone off and take out the battery for 10mins then turn it back on but nothing happened! Nw I think it has been blacklisted ,how do I unblacklist it

What makes you think your BlackBerry has been blacklisted? By whom?

 

Turning off your device and removing the battery really does nothing. Do a simple reboot on the BlackBerry in this manner:

With the BlackBerry device POWERED ON, remove the battery for about five minutes, and then reinsert the battery to reboot. A reboot in this manner is prescirbed for most gltiches and operating system errors, and you will lose no data on the device doing this.

I can't phone or receive calls,can't send sms's or receive them,in services status on my BB it says mobile voice not available

I doubt it is blacklisted in any way unless you have not paid your bill or cancelled the service.

same my mobile bb 9300 pay as go and didnt cancel service blacklisted no any reasons   how  unblacklised???

To add to JSanders's response, a BlackBerry is generally blacklisted if it's been reported stolen or if you're roaming and exceed your data allotment (which I think is silly but it happens). If neither one of those events happened, your phone probably isn't blacklisted. If it ever is, only RIM can remove the blacklisting.
