I am facing a peculiar problem where some of my india vodafone users are facing issues with delay receiving of mail on BlackBerry (about 20 minutes delay). Of the 300 users, only 20 have reported facing this issues. We called up Vodafone and they were unable to help much. We check our internal and WAN connections, there were all OK.
And there is no significant errors in the BlackBerry event log pertaining to relay connections error.
Please advise me if you have ever come across similar incident and how did you resolve it?

The behaviour being noticed is that some BlackBerry users are recieving emails in 20 minute batches.
This would signify that the BlackBerry Enterprise Server not recieving the notification of new mail arrival by your mail server.
I doubt this has got to do with connection issues with RIM Infrastructure.
To help isolate this for you, would you be able to confirm the following
1. What mail platform is being used in your orgranization that the BlackBerry Enterprise Server is integrated with
2. These 20 affected users, how big are their mailboxes
3. Are the 20 affected user's isolated to one specific mail server or one specific mailbox database (assuming there is more than one mail server with multiple mailbox databases in the environment)
4. Were the 20 affected BlackBerry users devices purchased through Vodaphone India, like the remaining 280 users who are working fine?

The problem you're having is most likely either a performance issue on your mail server, or a communications issue with that mail server talking to your BES.
Keep trying the number; use speakerphone so you don't have to hold it up to your ear.
