IT Policy status keeps showing sent

in our BES environment (4.1.4) we are having 160 users, which are actively using their blackberries since more that half a year. In Blackberry Manager I can see that about 40 of them are showing the IT Policy status 'sent'. Some of them are having a 'last contact time' some weeks age, some from today.

I would expect seeing a 'applied successfully' .

In event log - application - the policy service is showing a lot of warnings:  

{user@domain.com, PIN=252DC30A, UserId=312}RequestHandler:Smiley FrustratedendKeyRegenerationRequest: Sending Key Regeneration request to device


we are using different blackberry devices, some are showing not such error - others do.

Tried to reboot handheld or re-register to a wireless network?
