Two BES servers with own SQL instances

We are in the midst of an Exchange consolidation and migration project.  As part of this plan we are moving the users in groups to a new Exchange server but we want to have a local BES server at each location to cut down on network traffic.

Location A

BES 4.0.7

Location B

New BES install

We will be moving the users in chunks from location A to location B and when completed location A will be decommissioned.  I was wondering the best way to tackle this?  Is it possible to get a temp 4.x license and build up the new BES with its own SQL instance and move the users over when their mailboxes are moved?  Would this move require anything from the end user?  Where would I get this temp license?

I also have a spare BES 5.x license available.  However I was worried about standing up a 5.x server while the 4.x was still in production.  I did not know if the version differences would cause issues.

Since BES 5.0 is so different, I would set it up all on its own and once tested and running, use transporter to move users over which will not require any activation
