What are you guys doing messing around with registry keys? I don't think that is a supported configuration.
The remote BlackBerry Manager needs to be the EXACT same version on the BES - so if you are running 4.0.7 BES, the remote BB Manager must also me 4.0.7. Either apply SP7 (if running 4.0) or call RIM if you have TSupport and get the full slipstreamed version of 4.0.7 BES, and use that to install the remote BlackBerry Manager.

You seemed to have gotten lost in the thread. The discussion has moved on to using the BESUserAdminService ... not the BlackBerry Manager.
The keys being changed here are not only supported by required to function per RIMs documentation.
