it depends on so many things...
Are you running Domino, Exchange, or GroupWise? Which version of the mail platform? What is the OS version of the majority of the devices you're going to be using? Do you enforce mail quotes? if so, what are they? Do you perform stubbing / archiving?
without any of that info, I would say 500 users.

Well, am running Exchange 2007 with Mail quata at 40MB. The OS version on devices is 18.104.22.168(Platform 22.214.171.124).
I do not know what stubbing is. By archiving, do you mean for desktop email? If so yes, archiving is perfomed.
Does this change much on the 500 number?

By archiving I mean do you have a server-based archiving program.
With the size of the quota you have in place you can probably get 1000 users easily on that size server. The server is just running BES, nothing else, right?

No we do not have a server-based archiving program. Archiving is at desktop level where users archive their own emails.
Yeah, the server is only for BES and nothing else. 1000 is pretty good for my organisation. We implemented the service early this year and am looking at expanding to add more users.

Full blown SQL or MSDE?
If you're using MSDE RIM recommends a limit of no more than 500/BES. If you're using SQL, RIM recommends putting SQL remotely and not on the same machine as the BES. That said it works, just isn't a best practice recommendation.
The MSDE 500 user limit has to do with the # of sql connections as MSDE throttles connections.

Only shortcoming is it isn't officially supported on the BES. It works yes, without problems from all of my experience ... but SQL is a beast in and of itself, so I would think performance / resource contention would be RIMs reasoning for not wanting it on the BES.
The database can be offline and mail still be sent / received; just make sure you don't restart a service without the DB online. If everything is setup already its a 15 minute process if you follow the documentation.
