can I change the order of downloading email to a client when they have both wifi and mobile turned on

If a user is connected using both wifi and mobile which one has prefrence? From reading the Policy to me it almost seems that it could be up to the mobile carriers, is this correct, if not.

Which will down load emails if both options are connected, can I change this and where?

it should use wifi first if it is connected
