Hello. I work for a medium sized government agency and manage several Blackberry Bold 9650 phones. The phones are managed by a BES server in through another department in the same municipality. I am unsure what version of Blackberry Enterprise Server the BES is running. Most of the devices we have are running version 6.0 or 6.5, but there are a few that are still running version 5.0.
Here is the problem we are having: A handful of these phones cannot access a secure state law-enforcement website after we reconnect to the BES using either a new phone or an existing phone after their BES account has been reset. There are no certificates needed on the phone, and all the necessary security policies are passed down from the BES as expected. All the necessary configuration settings to access this site appear to be normal. However, when the user tries to use the blackberry or other browser to access this site, they get an error message,
: "A network error has occurred. Please try again later."
One key thing that I've noticed between the phones that connect properly to the secure site is an unlocked padlock displays in the upper right corner of the blackberry. Version of OS does not seem to matter.
Our agency suspects that the problem is with a group policy or routing configuration policy on the BES, although the BES administrator believes that it is a routing or network issue on our end.
Here is my question: Is there some setting on the BES or the blackberry that controls whether or not a device connects directly to the internet, or connects to the BES first before connecting to the internet?
THanks in advance for any help.

Check your BES version number
1) Go to the Add or Remove Programs Control Panel applet (Start > Run > appwiz.cpl )
2) Locate the reference to "BlackBerry Enterprise Server", select it and then click "Click here for support information.".
3) The publisher listed should be "Research In Motion" and the Version will be the exact version of BES currently installed.
Also you can learn more about the MR level with the bundle number too.
