Upgrade from 10.1.3 to 10.2 UDS admin page now broken

I did an upgrade from 10.1.3 to 10.2 and now the UDS web page is now broken. I didn't get any errors on the upgrade and things still seem to be working but try to go to the web link locally or remotly and get nothing.

Tried it install again over the current one and that did not fix the issue. Reboot hasn't helped either. It's like the page isn't even there.

have you tried by IP locally on server?
