User's BlackBerry doesn't retry sending messages when originally sent out of coverage area

I have a 6-user BESX 5.0.2 installation with Exchange 2007 SP2.  One of my users is having issues when sending e-mails.  If he's not in an area with cell coverage at the he clicks send, it will sit with a red stopwatch next to the e-mail until he clicks re-send (while in an area with coverage).  My other users' BlackBerries will retry automatically.  The only relevant log items I could find are below:

Does anyone have any ideas?  I've wiped the handheld completely and it made no difference.
