BlackBerry Mananger 4.1.6.23 and 9630 Tour

When I add a 9630 Tour to my BES it is showing up as device not supported. When I do a check status is is telling me to look at KB04693 to update the device.xml file. I have looked at that and did the steps and I am still having problems. Any ideas on how to fix this issue?
