The BlackBerry Dispatcher service spaws the BlackBerry Message Agents.
If you look at the processes when the Dispatcher service is running you'll see the messaging agents ... stop the service and the agents stop also. Stop the Dispatcher and all encryption / decryption stops too; so probably something you don't want to be doing.
