I'm not sure to be honest.
My outlook account is on an exchange server, i just entered a blackberry pin (for blackberry enterprise server) to activate it (which i got from my network provider). Does that help?

Are you already activated?
Are these emails from before you activated it not being removed?

Yes I'm activated, these messages are recent and it used to remove them when reconciling but doens't anymore.

Hard delete might not be enabled on BES
This will explain a lot about reconcile and hard deletes

I have also changed the messages state size to 1000 and it cured 99% of our issues.
The performance hit and RAM increase is almost nil on the BES box.
On Device also double check:
Make sure that Wireless Reconcile is set to On. Sometimes toggling that to off, saving it, then turning it back on.
Messages Options - Email reconciliation -
Delete on Mailbox and handheld,
wireless reconcile = Yes
On conflicts = Mailbox wins.
