I briefly looked through the KB articles and couldn't find the one you were referencing.
If you're going to do whitelisting / blacklisting configure an app control policy to deny all apps by default and then list the ones you want to make available either with a disposition set to optional or required.

That was the one I couldn't find! Nice catch. Next time I'll search for allowed instead of white; oy I wish we could keep our terminology consistent.

You want to create 2 policies, Optional and Disallowed.
Then on your software configuration, you set the top level under "Application Software" to Disallowed, then set Option or a custom policy for the applications below that want to permit with your white list.
