The Blackberry Mobile Fusion Studio allows you to access BlackBerry Universal Device Service, BlackBerry Device Service, and BlackBerry Enterprise Server all in one console.
BlackBerry Device Service will allow you to activate BlackBerry PlayBook's.
To Activate iOS and Android device, you will need to install BlackBerry Universal Device Service as that will allow you to manage the devices.
Hope that helps.

Looking at the link you posted, the info states that a self signed cert was used. As per UDS installation guide (page 20) http://docs.blackberry.com/en/admin/deliverables/4
You can either create an SSL cert signed by an internal CA or use a 3rd party cert.
If you have used the correct cert and since you have UDS installed, you should be able to log into the UDS console (not BMFS) and start activating devices. Are you able to log into the UDS console and add users?
