8110 Camera Locked

My Pearl 8110 camera is not functioning and says that I need to close apps when none are open.  The last time I had this happen I took it to the store and they did a factory reset which unlocked the camera.  I've done a "wipe handheld" to restore it to the factory but it still didn't unlock.  Is there another way to do this?

I would first try a simple reboot: With the BlackBerry device powered ON, remove the battery a few seconds and then reinsert the battery to reboot.

 

If still nothing, you will need to reload the OS. If you need assistance with that, please say so.
