If it is a BlackBerry holster, the holster should be putting the device to sleep. Do you have a magnetized holster?
Is it a belt clip holster?

So, let me get this straight.
You power OFF the device, and place it in the holster, it comes back on.
Are you facing the BB outward away from the belt clip, or facing towards the belt clip. Some early pearl and curve holsters only had a trackball slot in the holster on one side of the holster, feel in the holster and see if you feel the slot I speak of.

I am having the exact same problem with my Pearl in the holster!
When the phone is on, the holster works just the way it should. It puts the device in sleep mode when I put it in the holster. But when I power the device completely off, then put it in the holster, it turns back ON and goes into sleep mode.
I've shown other BlackBerry users my holster-turns-the-phone-on trick, and while they find it fascinating, no one's been able to help fix it.
Anyone know of a setting that will change this, or do I have to go holsterless?
