Before buying any BlackBerry device used, you must ask the right questions.

Now that you have it, what your issue is that the previous owner had an IT Policy on the device from a corporate BES to which it was attached which could enable and/or disable certain functions of the device to which the corporate owner agreed and allowed.
You need to remove that IT Policy. There are two ways of doing it, one is easier according the OS version of the device.
So, first off: Look at Options > About, third line down beginning with a "v.4.xxx"
What is your OS?
If it is OS version 4.5 or higher, use the Method One at the link below.
If it is OS version 4.2 or lower, use the Method Two at the same link.
