If your model is contained in one of the Sticky threads that list OS levels for devices, then you can research there to see which carriers support your model, and then target those carriers to see what OS levels they support for your model. If, on the other hand, your model is not listed in a sticky thread, then you must manually dig through the official Download Portal through ALL carriers to find those that support your model, and then what OS levels they are supporting:
BTW...4.2 is not a complete enough OS level to evaluate your choices from. OS levels are always 4 octets, not just 2:
