Do you still have the ability to add and/or delete accounts? If so I would delete and add the accounts one more time. If the problem persists, I would do another wipe and reload everything again.
The first wipe got you back the ability to add accounts so I am led to believe that there is a file that is scripting properly.
Another option to try is if you did the update via wifi previously, try it through the DM the next time.
These are trouble shooting suggestions.

Wiped. Again. Now configured Gmail and Hotmail. Will leave this overnight before I configure my office email. Will let u'all know. Till now not sure what's wrong but its REALLY annoying to keep doing this. One more time and I have to start thinking to buying an android maybe and discard the playbook. This can't be a solution everytime this happens.
I understand and know this is frustrating. For your office email, are you using any other clients to manage the email; i.e. outlook?
If you are using another application on another system to manage your email, I have seen an issue.
Web-based/Cloud based email services have not displayed this issue as far as I am aware.
I like your steps of doing the web based first and then doing your office email tomorrow. It could help in isolating the issue.
