Have googled many times.
Software reinstall does not help.
Charger is good, I've checked. Playbook also sees the charger (detected by backlight level change) and is seen by computer.
When reboots, yellow light blinks 5 times after the red light. Charging about 20-40 minutes makes him to boot properly to OS. From this state, works from battery for a few time.
I have a good skill and can fix problem myself if you'll take me a really efficient solution. Because now I have no time to wait service centre's respond, I need that device do develop.
What you can say, dear RIM?
P.S. Playbook was received via Marmalade offer.
UPD. Problem was discovered a week ago. The early issue was that battery level was just stuck.

Just disvcovered an interesting thing. Did next:

I had that with one of our PlayBooks. It booted but stuck at 0%. Unplugging would switch off the device. After a week or so plugged in it managed to reach 6%, another week later it's now at 70%. I'll give it another week or two to see what happens...

So, the adventure continues.
Playbook's charging stuck on 39 percent and charging icon no more present.
Disassembling it again... ![]()
And do you have any idea why Playbook started to do that?

And I intuitively think that it is software reason.
But I don't understand how to fix it or reset battery controller settings.

No, that is hardware reason.
Need to replace parts that power the motherboard.
