I've never had the routine software upgrade ask me to reinput the initial setup, I.e., the country, agreement, etc., I wonder what you actually did to get this.

I have never had it happen on upgrades either it was from v 2 to 2.1  When connected to desktop it informed me it was available and asked to install. Never having problems before, even from 1 to 2 I agreed.

@JSaunders, Looks like he has used USB at some point which as you know would wipe the whole thing.

What? Never heard of such. It has been the way I updated the device each time.  Either way..... I can't get past the BB agreement as no country is available for selection......

See if you have a local free open WiFi hotspot, like a McDonalds, with no security password, etc., and try from there to connect to the WiFi.
