My App world Icon and set up icon are both gone how would get them back

Looked on the other homepage (scroll right)?

Scrolled up and down?

The top home page is empty. The bottom has all the Icons

Tried to drag and drop a folder from one to the other once moved from Bottom page to top it disappeared from top

What about the page to the right? (swipe the whole page to the left) 

If it has really gone completely, and a simple restart does not bring them back then I would Backup data (only), Security Wipe, Restore data. Reinstall purchased apps and email accounts etc.
