The BlackBerry® PlayBook™ tablet requires software control in order to charge. This means the BlackBerry PlayBook must be powered on in order for the battery level to increase.

If the BlackBerry PlayBook is plugged into a power source while powered off it will automatically power on in order to accept the charge.
If the BlackBerry PlayBook is powered off while plugged into a charging source it will not continue to charge.
Note: If the battery level is critically low, the BlackBerry PlayBook may remain on the boot screen until sufficient charge has been reached to fully boot the BlackBerry PlayBook. In BlackBerry PlayBook Software 1.0.8.6067 there is a change in the charging behaviour. When the BlackBerry PlayBook is in a powered off state, plugging in the wall charger (not a USB cable connected to a computer) will cause the BlackBerry PlayBook to boot part way to enable charging. The LED light will blink yellow to indicate it is charging and once complete will turn green. When in the charging state, pressing the Power button will cause the BlackBerry PlayBook to continue booting.

I'm using it as per normal with 0% battery now without being switched off. The OS failed to detect the battery level?

You should be connected to the charger. Have you tried the three button reset. Hold down the Power Button and both volume buttons at the same time for 15 seconds and then wait 1 minute then hold the power button only until the red light flashes then release it and wait for the PB to reboot which will be about 4 minutes. This should remove any software glitches.

Somehow, it suddenly showed 15% and starting to work like normal. Shall monitor the charging.

Tried the 3 button reset while charging. The red light is continually flashing, but it has been 15 minutes and the Playbook still has not started.

Was the red light flashing before the three button reset?

When I attach to charger it goes steady red for 5 seconds, followed by yellow flashing for 5 seconds then nothing. When I reset it, thats when the flashing red light started

The three button reset is the same as Control - Alt - Delete on the computer. If any software is stuck in an endless loop, this is supposed to. Bring it back to the beginning of the program. You have to hold all three buttons down at the same time for 15 seconds. It may be a bit hard to do but if it is less than 15 seconds or if one of the buttons pops up for even a second, it won't do the reset.
I would like you to try it again and wait for it to reboot which will take about 4 minutes.

I just unplugged it, and the red light is still flashing

How long have you had the PlayBook? You are located in Western Canada, is that correct.
