I have tried this many times, but the problem remains the same. Appreciated if there is any suggestion.
I also tried to hard reset by hold power button and volumn + button , the playbook resets and after reset, the problem is same.

Only the Power buton is required. All that Volume + - button stuff went out with OS 1.x
Assuming that your unit is charging OK, i.e. you get a steady green light at the end of charging, you might consider a debrick.
NB - You will lose all your data and without being able to boot up you cannot back it up, so it's a big decision.
If you decide to go ahead do the following:
Make sure you know your Blackberry ID and password
Turn Playbook right off (i.e. Shut Down til black)
Download latest Blackberry Desktop Software to your PC or Mac and start it up
The next bit happens very quickly.
Connect the Playbook by USB cable.
If the red light starts to glow or playbook starts up, press the Off button til it goes off.
Because Playbook is off you will get an error message basically saying Retry or Update (on Mac it may say Repair rather than Update)
Quickly select the Update (or Repair) option
The Playbook will start to get a new OS that will take al least an hour to download via the PC
Follow the registration process using your current Blackberry ID
Add back your email accounts etc.
Reinstall your apps from App World, My World.

My playbook does not start up. It stucks on "Blacberry Playbook" and the back ground color is changing.
How long have you waited...this is normal boot up process.
OK, only try the debrick if it is still stuck after ten minutes, as the norm is about four minutes on the boot up screen.

mine is stuck on playbook and bubbles too at start up and I can not connect to PC anymore my connection is broken. So I bought a quick charger and it is charged for sure. Red light comes on then turns to blinking green then steady green after the night of charging. Have tried the power + volumes and nothing. Any other suggestions?
would a micro usb work to debrick?

The only way to debrick is by USB connection to PC, using the standard cable.
If your USB socket is damaged and the Playboiok is bricked in some way, there's no way to debrick it. it need to go back to Blackberry approved repair shop.
