Print to go and Windows 8.1 not working

Recently moved to Windows 8.1.

System on-line and full access to internet.

Select Print to go  and when it tries to connect it says that the ptg web page can not be opened.

This heppens when the window to select the playbook device should open

Old XP system PTG is working fine.

What I heard elsewhere is that this will not be fixed. Support on this and Playbook is all gone.

I recently purchased a new laptop with Windows 8.1. Judging by all the garbage that came installed on the computer I think the problem is Windows, not the PlayBook. Here is a link to the likely problem that you may be able to correct.
I found a tool cleanup_tool.exe at

.NET Framework Cleanup Tool User's Guide - Aaron Stebner's WebLog - Site Home - MSDN Blogs,

I ran the command

cleanup_tool.exe /q:a /c:"cleanup.exe /p .NET Framework 1.1"

to clean out the mess made by the upgrade to 8.1,

I know it is Windows, cause my XP box still runs fine.
