So I can't use File Manager to move files between phone and Playbook??

Files & Folders can do that for most users, depending on some things like OS version and BES policy. Take the trial version for a spin to see if it works for you.

One of the advertised "perks" to the new OS was being able to attach files from your Phone to your emails sent from the PB. 

Ummm, doesn't work.  I am able to see all my phone pictures from my phone on my PB but can't attach them or move them.
