Yes, I believe if you configure the Live Mail account as an exchange account it will sync everything. You should find instructions on microsofts help pages.
As to configuring them on your Samsung phone you are liable to get better support via samsungs support pages.
My @live.co.uk calendar and contacts (web based) sync happily with simple integration, i.e. I just add an account with address and password and no advanced server settings. Runs as pop.
