Thank you for taking a moment here.
I have a basic infrastructure.
Domain Controller, OCS R2, Exchange 2007 SP2, and a File Server, 8 win 7 workstation.
Added a BES Express last month and started to activate devices. We have 3 9700 and 1 8900. All the devices have the same BIS service.
All the devices would activate (via USB), sync one time and then within a day stop receiving messages and syncing other info. They would however still have the ability to send mail. They would also be able to send and receive other email accounts that were setup via BIS. They could also browse the web.
Checked the User Account in the webadmin of the BES and get the ol "Failed Forwarding Message"
All the devices were purchased at the local IT mall and I am starting to suspect that they were not factory unlocked.
So I bought a 100% factory unlocked 9700 and took it out of the box and plugged it directly into the BES, activated it, and it's been working like a charm. Then i setup the other email accounts I want to check via the BIS webadmin from our carrier and I'm still good to go nearly 10 days later.
Also, RIM was able to activate wireless from another country over a BES connection on their device.
If I check the SIM lock settings on each phone, they all look the same:
Go to: Options > Advanced Options > SIM CARD > Type: MEPD

After troubleshooting the server and infrastructure with RIM, we could find nothing wrong. They felt like it was a network issue. Then I got the new 9700 and it is working, so hard to point at the network. The last thing is the devices.
Anyone have any experience with unlocked BBs not activating properly? Could it be the method that was used to unlocked the phone, broke its ability to work properly? If that is the issue, any suggestions? I'm in Thailand, so it's not like we can go get some BBs at T-mo or Orange affordable, they charge you and arm and a leg for any device here. I did wipe one of the 9700s that was "not so factory unlocked" installed various Firmwares on it, including the stock. I did a security wipe and tried so many things with RIM. It seems that it is something deeper in the phone than just a security wipe or firmware up/down grade.

My 9700 is unlocked and never had an issue. Could be that you had a defective device, it happens to everything electronic.
Are you still having the issue?
Who did you use to unlock your 9700s?
Did you try a battery pull first?
Check filters on BB?
Check this KB?
