BES EXPRESS 66 user(s) failed to initialize

have Exchange 2010 SP1 and BES Express 5.04

I have this error BlackBerry Messaging Agent of 66 users faile to initialize.
a new user it works.
If I delete a old and recreate not working.

The iemtest is correct.
3 days with this problem.
Help please.

what server OS?

might be hitting NSPI limits on the DC if running 2008
